David Lipscomb
David Lipscomb was promoted to vice president with responsibility for diversity and inclusion at Sovereign Bank. He reports directly to the assistant vice president for diversity analysis. Prior to his promotion, Lipscomb was the bank’s internal consultant on diversity. Before joining Sovereign in 1998, he worked as a payroll specialist for Fluor Daniel GTI, in West Chester, Pa. Most recently he was Sovereign’s assistant vice president for diversity and inclusion. Lipscomb currently is pursuing a bachelor’s degree in organizational dev-elopment with applied psychology at Albright College in Reading, Pa.
Yolette Ross
Yolette Ross was appointed vice chairwoman of the New Jersey State Parole Board. Ross began her public service career in community-based corrections in 1980, when she became Salem County’s first African-American probation officer. She served as a State Parole Board member since December 2005. Ross is currently involved in the Parole Board’s Female Offender Reentry Group Effort, providing direct links to employment training, family counseling and other services for female ex-offenders and their families. She was deputy chief of staff to Governor Richard J. Codey and is a founding officer of the Salem County Rape Crisis Center and president of the Deptford Township Library Board. Ross has a master’s degree in public relations from Rowan University.
Christopher Wiggan
Christopher Wiggan was promoted to partner at Mitchell & Titus, the country’s largest minority-controlled accounting firm. Based in the firm’s Washington, D.C., office, Wiggan is a certified public accountant in Maryland, New York, Virginia and Washington, D.C. He previously was a senior manager with the firm, which is a member of Ernst & Young Global Ltd. Prior to joining Mitchell & Titus, Wiggan was a senior audit manager at Deloitte & Touche L.L.P. and a director in the Business Assurance and Advisory Services division at PricewaterhouseCoopers L.L.P. Wiggan earned a bachelor of science in Accounting at Brooklyn College, part of the City University of New York system. He is a member of the American Institute of Certified Public Accountants.
